bug fix release 1.0.2.0 + German & French ALPHA audio!

this release greatly reduces the logging info and puts ALPHA version of the German and French audio in the playback system.

while the audio for these 2 languages are NOT ENRICHED WITH CB AUDIO EFFECTS... i wanted to release this patch so players can start to experience the mod in their own language. and, show the intent to end users that i am actually releasing languages :)

Changelog Version 1.0.2.0:
- reduction in debugging info to log
- German audio files will now start to play
- French audio files will now start to play
- BOTH German and French are WORKS IN PROGRESS and do NOT have the CB audio effect
- only certain actions are spoken in "non-English" with this release
